That fact changes your tax bill, who answers a 911 call, and who you deal with over a permit. Almost no listing mentions it.

Jamaica Beach Galveston is an incorporated city
Jamaica Beach incorporated as a Texas general law city on May 12, 1975. The 2020 census counted 1,078 residents across roughly 0.72 square miles, of which about 0.58 is land.
For a place that size it runs a lot of its own machinery. The city established a police department in 1978 and a volunteer fire department and EMS in 1976, and it operates a municipal court, a water and sewer department and a building department.
The practical consequences are worth understanding before you buy.
Your taxing jurisdictions differ from a Galveston address. You are paying a Jamaica Beach city rate rather than a City of Galveston rate, so do not assume a tax estimate from a comparable house down the island applies here. Get the jurisdictions in writing for the specific lot and check them against the appraisal district.
Permits and building rules go through Jamaica Beach, not Galveston. If you are planning a renovation or a rebuild, that is a different office with its own requirements.
And short-term rental rules are set by this city, not by Galveston. On an island where a large share of property operates as vacation rental, that distinction matters a great deal. Confirm the current position directly with the city before you underwrite any rental income.
Sellers here are asking about 8 percent over
Sold homes went at $387.73 per square foot. Homes currently listed ask $418.63. That is a gap of roughly 8 percent.
Days on market tells the same story. What sold took 64 days. What is currently sitting has been sitting 123, nearly twice as long.
Sixty-three active listings against 59 sales a year works out to about 13 months of supply. That is normal for a second-home market and it is not a distress signal, but it does mean the asking pool is weighted toward homes priced above what buyers are actually paying.
If you are buying, ignore list prices as a starting point and pull sold comps. If you are selling, the competition you see is largely unsold inventory that is also priced wrong, and anchoring to it is how a listing joins the 123-day pile.

In Jamaica Beach Galveston you are buying a 1980s beach house
This is the part that surprises people, and it is not in any brochure.
The median home that sold here was built in 1984. Of the 59 sales, 35 predate 1990. Only ten were built in 2010 or later. The oldest sale in the set dates from 1951 and the newest from 2025, so there is range, but the weight sits firmly in the 1970s and 1980s.
A forty-year-old house on a barrier island has lived a hard life. Salt air, humidity and storm exposure age materials faster than they age inland. That means roofs, windows, decking, pilings, electrical and HVAC are all worth a hard look, and it means budgeting for maintenance at a level a mainland buyer would not expect.
Hire an inspector who works the island regularly. Coastal construction has failure modes that an inland inspector may not think to check, particularly around elevated foundations and pilings.
Small houses at a high price per foot
The median home is 1,332 square feet. That is small, and it is why the price per foot looks high at $387.73.
Compare that with the West End generally, where the median is 1,744 square feet at $354.33 per foot. Jamaica Beach is cheaper per house and more expensive per foot, because the houses are smaller.
So a per-foot comparison against other Galveston submarkets will make Jamaica Beach look expensive when the actual entry price is among the lowest on the West End. Small square footage always prices higher per foot. Compare within a size band or the number misleads you.
How the community started
Jamaica Beach was developed in the late 1950s by the Jamaica Corporation, with Johnny Goyen and Earl Galceran leading a 2,000-lot resort subdivision built around a marina. The investor group included Jack Valenti, later head of the Motion Picture Association.
The site was a Karankawa burial ground before development, which the Texas State Historical Association records plainly and which is worth knowing about the place you are buying into.
That founding corporation went bankrupt in the early 1970s. What followed is the part residents tend to tell you about, because the homeowners who stayed organised themselves and incorporated the city in 1975 rather than let the development fail.
What to check before you buy
Insurance first, and get real quotes on the specific address before your option period ends. Coastal property here generally carries separate windstorm and flood coverage on top of a homeowner policy. Elevation drives the number, so ask for an elevation certificate early and check the address on the FEMA Map Service Center. The Texas Department of Insurance explains how the windstorm side works.
Then confirm the city rules that apply, since this is a separate municipality. Short-term rental policy, building requirements and the tax rate all come from Jamaica Beach rather than Galveston.
Then get the age-appropriate inspection described above, and price the deferred maintenance into your offer rather than discovering it afterwards.
